 I`m really at the crossroads. I`m not sure what path to take to get my fiance here to ths USA as quickly as possible.

I filed a fiance visa in 1991 for a Filipina. That marriage never took place. She never arrived in the USA and I don`t believe she ever went to the interview at the embassy. She just basically backed out of the engagement. In 1996 I filed a Fiance visa(another girl) for my now ex wife. I divorced her in 2003.

Now in 2009 I am going to file for a Fiance visa again. Based on this history I believe I have to file a waiver because this is the 3rd time I`ve filed a fiance visa K1.I understand this waiver can add many many months to the processing time. Am I better off marrying first and petition her with the I-130?. I recieved the following advice in another forum "CR-1 immigrant visas( CR= Conditional Resident)are now a LOT faster than inthe past and a MUCH better visa than K1 or K3 nonimmigrant visas" Can you offer some advice on what I should/could do ? any info can pass along will be greatly appreciated. Steve

I haven't seen any evidence requesting an IMBRA waiver would delay petition processing but I suppose it's possible. On the other hand, marrying in the Philippines is not so easy either. If you can accomplish the marriage, the CR1 visa is a good choice.

Either have I accept for those who have failed to include a "waiver" request in the initially filing.

YMMV
