Yes, it is still safe to use them but you can also check out LingChe's shortcuts which show you how to pay the NVC fees online and make the process even faster.

I suggest reading both before you decide which one to choose.

I used James shortcut to create AOS coversheet since I was unable to print one from online, had no problem what so ever! My personal opinion some of the things in James shortcut is outdated, I recommend using LingChe's shortcut for latest NVC process. where can i print or make the barcoded cover sheet from online????? and where can i get the cover sheets from online???

You have to pay the fee online first in order to print out the coversheet from the DOS site.
