Just about any photo shop will make passport photos. It is best to get about 12 at one time, it is cheaper that way and it is about the number you will need for the whole process. Don't worry about the "must be within 30 days" thing. We used the same photos for the petition, the interview and the AOS, no questions asked. Unless she drastically changes her appearance during the process you won't have a problem. As it is they used the photo my wife had taken for her "biometrics appt." for the green card. You will need one photo for the petition, 3 for the medical, 2 for the interview and one each for the AOS, EAD and AP when she arrives, plus the photos THEY will take along the process. Best to get plenty, it is cheaper to do it all at once. Make sure she says it is for a US visa and that the size should be 5cm x 5cm.

There are photo shops on nearly every street in central Kiev, or so it would seem. I am sure there is one near her place or she passes one going to work or shopping. Any of them will make passport photos and prices are pretty much the same at all of them.
