Sawasdee krap to all. I believe that the only stupid question is the one that you don't ask, so here I go.

On March 28. NOA2 (form I-171) approval for CR-1 arrived via mail in Chiang Mai. Expecting Pkg 3 soon. It doesn't have an file number, instead it says NA. I'm thinking that without an A number we'll have a hard time getting the Police Clearance. My "DCF" story is here

Does anyone know if we can start the Police Clearance Certificate with our NOA2/I-171 or will they make us wait until we actually show them something from Pkg 3? We live in Chiang Mai and really don't want to waste a trip to BKK since I'm betting Pkg 3 will arrive soon.

Thanks,

It's not consistent. My fiancée was asked to show the letter from the consulate that comes with Packet 3. She had NOA2 but they did not ask for it. When she returned to pick up the police certificate (she still doesn't have it after 2 weeks of waiting), she heard them speaking to another Thai girl, saying that she would need the letter in order to get the certificate.

Others, as Will reports, have been able to get it with just NOA2.

We were lucky that they didn't ask to see our NOA 2 because I never received it. USCIS said they sent it so I assume that the USPS screwed up. Funny thing is that USCIS wants me to pay 340 bucks for a new one!

I'm not quite sure how my wife got the police report, but I know she never went to Bangkok in person. She had someone there take are of it, and they mailed it to her.

You can use NOA1,NOA2,letter from the consulate (copyX or whatever that can confirm to the police about your purpose to get the visa (for study, work, married)

In case of K1 and K3 the police will ask your passport with your signature to prove it.

Thanks,

you can get the police report with your NOA2. that is what i showed to get ours.

I went with my wife and we used our NOA1

Thank you to everyone for your replies to my question. That question is moot at this point since Pkg 3 arrived today. I can't believe how fast my "DCF" is moving along.

I'm not surprised to see that everyone's experience with this is different. I've lived in Thailand for almost 5 years now and have learned that things aren't black and/or white here - there are multiple shades of gray in between.
