Well we finally got our NOA2 but we just found out that my fiancé was never registered with the CRO or had a work permit for the three years he was in St Maarten. Long story short his employer was supposed to do this and never did and my fiancé was too trusting.

I checked on the US website and it said that if the person did not have a work permit or did not apply for residency with the CRO they can not process requests for a letter of good conduct. I have contacted a lawyer there to see if he can do anything but he is not sure what he can do. I was wondering if anyone can give me more information on how to go about getting a letter of good conduct or a no felony convictions letter from the administration of police without being registered with the CRO?
