I heard an audio tap of Rod on CNN, and it sounded like he was trying to sell favorable legislation.

I thought it was quite shocking how "casual" and "business as usual" he sounded. Really makes me wonder if this is really a rare occurance in elected positions, or if Rod just wasn't very sly about it.

Now we will have more bureaucracies to monitor the "integrety" of existing ones, and making sure that they don't abuse the infinite power that is given to them.

I don't think it's mystery that are certain 'types' of person seeks public office. Certainly seeking a powerful position, with fiscal responsibility anyway and that some of these types are going to be more interested in the power they wield than in any real desire to make beneficial changes.

Interestingly, I think our governor, the redoubtable Mr Schwarzenegger is probably not corrupt. Bull headed, possibly, but I don't think he just wants the power for the sake of being seen to be powerful, or to siphon cash into his own pockets.
