We've been romancing for only about 8 months online and we haven't even met each other yet, in person. I want to go ahead and file the I-129F without proof of having met in person. I want to bring her from Cambodia to marry in the states. Should I start the application now? Any thought would be greatly appreciated. Thanks.

First, I think your in the wrong forum, this is for K3 and you are asking about K1 process.

Second, it seems you may already know the answer. K1 requires you to have met in person in the last 2 years. It is a requirement, and you must provide evidence when you submit or it will be rejected. If you do submit and plan on meeting before approval, you will get a RFE (Request For Evidence), which delays the process and would likely be rejected because at the time of submission you had not met. Which means you would need to re-file.

But probably the best advice I could give you is: Go meet her in person before you decide to get married.

11/4/09: Case Transferred from Tokyo to Manila - no notice sent

12/5/09: Notification that Manila received the case.

12/30/09: Interview packet received from Manila

1/25/10: Medical check in Manila (took 4 days)

2/1/10: Interview - requested additional docs,

2/2/10: Additional docs submitted, Embassy kept passports - expect visa soon.

4/5/10: Received Visa FINALLY!

4/12/10: Entry to USA

Also, note that you're posting in the K-3 forum. The K-3 visa is only for people who are already married. The USCIS only recognizes marriages which happened when the two people were together in the same room during the ceremony, or marriage by proxy where the marriage was later consummated. Marriage by proxy is an unusual procedure where the marriage can happen while you're not together, but the fact that the USCIS requires that the marriage later be consummated effectively means you must have met.

So you would have to have met before you'd be eligible to file a K-3 visa. The other thread explains why you would have to have met before filing for a K-1 visa.

Barring very unusual religious or medical circumstances, detailed in the other thread, there is no visa available for fiancees or spouses who have not actually met in person. Plenty have tried, and the other thread tells where you can read their stories of failure.

Not a good idea,you can to it,but only under extreme hardship and cant meet her in person and thats hard too...You have to meet her or youll be wasting your time.. :dance::dance:

Pushbark - My brother in law has been chatting with a russian girl and the girl wants to go to US on a visit (means she will get a tourist visa) but the intention is to marry my BIL afterwards. What's the possibility? Will she be able to get a tourist visa on that purpose?

the point is, the US government considers EVERYONE that will come is coming for the purpose of being an immigrant. Therefore, a nonimmigrant visa (visitor) is difficult to get, especially for a single girl from a poor country. They must convince a consular officer they will leave the country - good reason is not convincing, you must show a job, significant assets, a business, etc something that would force her to leave. If they have just met on-line and she is coming to marry him, probably she has NO way of proving this.
