When my wife and I had our son we did the Consular Report of Birth Abroad with the embassy. What it is because your baby has a father that is an american citizen, then he/she is entitled to american citizenship. It is very fast and takes only 2 to 3 weeks in the philippines. Most likely for you it will be faster in Ireland. The only catch is they like both the father and mother to go to the embassy for an interview, so you would have to be in the country to do this. Here is the link to the information on the usa embassy in manila page: http://manila.usembassy.gov/wwwha003.html . If I was you I would also check the usa embassy in ireland webpage to see if they have similar information.

Thanks for the fast response, yes they do have embassy in Ireland, do you think I can apply early, before the baby arrives. Thanks in advance

Unfortunate they want to see the baby, so you must have the baby first before going.

OK thats fine, I was very concern about the baby, well thank you very bigchez. I really appreciate you help. thank you

You need to wait until the baby is born and then take his/her birth certificate with you showing you as one of the parents. This way they can prove that you're the US citizen parent and then they can report the birth and assign him/her a SS # and a US passport.
