what causes delays

Could it be a cause of delays that I am not from the country I live in.

This is a complete mystery.

I am now wondering if anyone else is in my shoes and expereinced any delays.

Any clues, ideas, advice?

Nearly everyone who got transferred in December has at least been touched.... No?

Good question...I figure (100% presumption) that they have to go through additional hoops to get whatever information they need if your COR is different than COO
