Ok, so for some reason my wife told me a 'copy' was being requested. Hope the following clarifies it...

We got a letter from the US Embassy in Manila, Philippines dated November 25, 2008 that says, "This office regrets to inform you that it is unable to issue a visa to you because you have been found ineligible to receive a visa under the following section(s) of the Immigration and Nationality Act." With the below section marked: Your visa petition is being requested by the National Visa Center. Further Inquiries should be directed to the National Visa Center.

I then called the NVC but they said, "We have approved your application. It is now between you and the embassy." And there is nothing on file that indicates that they requested the visa petition. So my wife requested for an appointment with the embassy to find out what is going on and what are next step would be.

We then received a letter dated December 22, 2008 saying, "We have reviewed your file and determined that you must do the following to continue/conclude the processing of your visa application." With the below section marked: Please come to the Embassy for another interview on Jan 23, 2009 at 10am. Present this letter at the Immigrant Visa Ticket Booth.

My wife then went to the embassy and met with a Consul Officer. He said that the case has been sent to the NVC and that they don't know why the NVC requested for it. He said that the initial interview went well and they didn't have any issue with the application.
