I have a serious question and need some quick help here. My wife's conditional status ends March 19, 2009. We came back to visit the old country last year and she was promptly diagnosed with Hodgkin's Lymphoma upon our return. Meanwhile, she underwent therapy, luckily got cured and is now required to do regular checkups just to make sure it doesn't come back.

My question is: can the whole petitioning process be done from out of the US? If yes, can the payment be done in the US embassy? Anyone have any experience with this (minus the illness of course)?

Here is what form I-751 directions say:

Exception

Those who reside overseas pursuant to military or government orders, including conditional resident dependents residing overseas and listed under Part 5 of the form, must submit the following items with Form I-751:

1. Two passport-style photos for applicants and dependents, regardless of age.

2. Two completed fingerprint cards (Form FD-258) for applicants and dependents between the ages of 14 and 79. You must indicate your Alien Registration Number (A#) on the fingerprint card and ensure that the completed cards are not bent, folded, or creased. The fingerprint cards must be prepared by a U.S. Embassy or U.S. consulate, USCIS Office, or U.S. Military installation.

NOTE: If you or your spouse are currently serving with or employed by the U.S. Government, either in a civilian or military capacity and assigned outside the United States, mail your petition to the USCIS Service Center having jurisdiction over your residence of record in the United States. Include a copy of the U.S. Government orders assigning you and your spouse abroad.

From what this indicates, if you are out of country for reasons other than for the US government, you will need to handle this in the USA and have to do bio-metrics in the USA at the field office for your residence in the USA.
