American citizen living overseas wants to file the Form I-130 through Direct Consular Filing for her adult son. Thing is, the american citizen doesn't have a domicile in the US and doesn't want to move back there either. Anyone heard of a similar case? Is it possible to do it? Can you fill a affidavit form without having tax forms?

Petitioner must be domiciled in the US. If you want to bring a foreigner into the country, even if it is your son, you must be here to take some responsibility for that person. Hard to enforce the affidavit of support if the petitioner is living outside the US.

As a US citizen, the American citizen is obligated to file US tax returns. If a person does not live up to that obligation of citizenship, that person should not expect to benefit from that citizenship in immigration matters.
