I don't have an answer to your questions, but here is a tidbit of info regarding the Ahmedabad Passport Office:

My wife spoke to a travel agent who had helped her get a new passport from the Ahmedabad Passport Office (change her maiden name to married). The travel agent told her, that as of Dec 20th the Ahmedabad Passport Office has stopped issuing PCCs unless you have an interview letter. He has written to the Chief Passport Officers office requesting an explanation. Will keep the forum posted on what she hears back.

Great! Thanks alot. My wife is also having problem obtaining pcc from ahmedabad passport office. This was the whole point of this thread to see if anyone out there were able to pass through nvc without RFE on passport office pcc. But thanks for updating. Please do let me know once you find out.

Thanks once again.

NVC operator told me to write letter explaining why you cant submit pcc from passport office and that's what I did. But still waiting for them to review my paper work. It seems like they have slowed down, its been 10 days since i send them my paper work but nothing complete yet. What passport office are you having problem with?
