100% or 125% poverty rate?

We just started with this process we were trying to figure out what is the poverty rate porcent that my Fiance needs to meet in order for us to apply. So I read this on a website

Should K-1 fiancé(e) visa applicants use the I-864 or the I-134?

Since fiancé(e)s are nonimmigrant visa applicants, they should use the I-134. They will need to submit an I-864 to U.S. Citizenship and Immigration Services (USCIS) when they adjust status to conditional immigrant in the United States after they are married.

Do the same income requirements apply to all immigrant visa applicants even if they use the I-134?

No. The 125 percent minimum income requirement, the most recent year's tax return and other requirements only apply when an I-864 is needed. Applicants using the I-134 will need to show that their sponsor's income is 100 percent of federal poverty guidelines as required under Section 212(a)(4) of the INA.

So we were afraid she would need to meet the 125% poverty rate in order for her to file for the fiance visa, and she doesn't make that much per year but on this website it says she needs to meet only the 100% poverty rate since when we apply I am a noimmigrant and I just need to use the I-134, we TOGETHER would need to meet the 125% after I get my visa and I go to the USA and try to change my Status (that's when I'll need to use the I-864) right?... So My question is .. does she really need to meet the 100%¨for now??? a few people have told me we need to meet the 125% poverty rate soo I'm kind of confused because some people tell me one thing and this website from the Goverment tells me another. we also called the NVC and they said she needs to meet the 100% poverty rate, so I'm really confused and we really dont want to have to use someone as a co-sponsor so I really want to make sure of that.
