I have questions on how the K2 works.

I know he must have permission from parent and have an International passport from home country.

If he comes with the mother he must attend interveiw and have medical and visa placed in his passport. He then has 6 months to enter the US, correct?

How does the following within a year of K1 being issued work? I undersatnd he can still follow mother within year of K1 being issued. Does he still go to interveiw for K1? Does he go to interveiw at a later date when he is ready to follow mother to obtain visa. Does mother have to go back and get him and or be present at the embassy? Does she tell CO at interveiw he will follow at a later date?

If someone could clear my head it would be appreciated. I cant find this spelled out in the guides. It just touches on it but does not go into details

Dont know what country you are talking about, but it seems a bit unusual for a 19 year old to require parental permission for a passport.

Yes, when he applies for a visa will need to attend visa interview.

If not applying for a K-2 visa at this time, he is not required to attend K-1 interview as he will need to go later for his own interview. He can travel by himself anytime after the K-1 has entered the USA. Mother's presence at embassy typically not required for follow to join. She should tell the CO about the possibility of follow to join.

I see what you mean. Being 19 he most likely does not need permission from the father.

I assume the embassy will have records of him being eligible to apply for a delayed K2. I gather he can do this all on his own, if it is within a year of the K1? Then he has another 6 months to use it?

visa must be issued within 1 year of the K-1 (not just applied for)....

When issued, the visa will be valid for 6 months. You must also be careful that the K-2 will run the risk of "aging out" and not being able to become a permanent resident if the greencard is not issued, if I am not mistaken, by the 21st birthday...
