If you become aware your I-130 arrived at the Consulate before the K3 interview date, just email them indicating you would like to use the existing interview date for a CR1 visa interview. They are not allowed to issue a K3 visa when an I-130 case file is on station for the same beneficiary. They'll comply with your request. Note: My answer mentions nothing about changing the interview date as a date change is not part of the procedure.

Facts are cheap...knowing how to use them is precious...

After the interview date is set, how long does it take to forward the case to the consulate? Also, is it possible for the NVC to forward the case before the interview date gets set (ie. in the scenario where I would have to wait till next month for my interview date to be set)?

In my scenario, my K3 interview date is set and my CR1 case is complete. I think I may have to wait till next month for my interview date. I want to be certain that my I-130 reaches consulate before my K3 interview in March. Can I request consulate to ask NVC to forward the case or is it recommended that I wait until my CR1 interview date gets set and the case is forwarded to consulate?
