Can someone PLEASE explain this to us.

We were told by the Sydney Embassy that we would receive pct three soon in the mail and that it was sent out on Dec 29th and Jan 12th

Today he received this letter in his EMAIL ( we are so confused)

SO does a pck 3 COME to your mailbox at home (in his case his PO box) certified and if so how long..OR is it all an email?????????????

Last year (August' 08) Joe (USC) received our Packet 3 via email and had to forward it to me - I did not receive a hard copy in the mail. I just followed the instructions on the email...
