Lived in USA ages 16 -18, do I need a PRC from NJ?

We have our NOA 2 now and I have a question. I lived in the USA from 8 - 18, I thought I read somewhere that if you had lived in the USA you did not need to get a police records check for the years you lived there. I know I will need to get one from Canada, and that is not an issue, just if I need one from New Jersey from the ages of 16 - 18 I am not sure where to go and what to do.

I have lived in the USA too and I have been told I don't need Police Record for the USA.
