They can only suggest you have a DNA test they cannot require one.Personally I would not under any circumstances submit to DNA testing on privacy grounds but thats just me.

The embassy has a list of qualified labs, it is expensive and you have to pay, and submitting the test does not guarantee approval.

A way around this is to file a I-130 for your child.

hello, well i can help a little with that. i have a friend here in the Philippines that just went through that process for his daughter born here in the Philippines. the cost for the DNA test was 35,000 pesos which is about 750.00 US depending on the exchange rate. Before you do the DNA test you will need to do a form called registration of foreign birth. this is done by the US citizen. contact the NVC for the form or a US embassy personnel. The embassy here will send a representative to interview your wife about the birth. You will need a certified copy of the birth certificate at that time. then after that is completed you will have to submit a DNA sample for yourself and the baby. If you are in the states again contact the embassy for their requirements on the site to use. Here in the Philippines the embassy uses St. Luke. After the test is completed the embassy will issue a passport and also will do the paperwork for a SS number for the baby. this whole process can take several months depending on how fast you work it and the availability of embassy interviewer. Hope this helps. If you want to talk to my friend directly about the process, just send me a direct message and i will give you his contact details.
