My wife is going back to Manila to pick up her kids this week (she has her green card already).

Do the kids need to get a CFO stamp too before they are allowed to leave the Philippines?

Yes and they may need to have completed peer counseling depending on their ages and other requirements also.

Yeah, apparently it's needed even for a 4 & 5 year old.

That's just ridiculous. I mean at least with the adults and older children they can use the excuse of it being in their own best intrests because fo the class but at 4 & 5 it's just another needless hurdle to jump and a way to get some extra cash for the gov.
