On my cover letter for the I-130 I put that I would be filing for the K3 but since then I have changed my mind to do the CR1. Will that delay my file? Also I have been watching my file electronically. Is that where you know you've been touched because I have no update!

USCIS

12/03/2008...Sent I-130 form

12/04/2008...Papers reached Chicago LockBox (1Day)

12/11/2008...NOA1 (7days)

12/22/2008...NOA1 hard copy received (11 days ~ Heavy Snowfall Delayed Mail)

03/14/2009...NOA2 (92 days from NOA1)

03/24/2009...NOA2 Hard copy received (No touches or web approval)

NVC

04/06/2009...Received by NVC (23 days from NOA2)

Your cover letter should not delay your I-130.

Yes, the USCIS site (you did sign-up for email alerts too) is where you'll see movement in your case.

A year ago they may have held back the I-130 but things have changed. They treat them as 2 separate visas which basically they are.

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

Ok because since I've sent it I haven't called or anything. I was getting kinda scared that by me not telling them I had changed coarse they might be waiting for the next set of papers to do anything. I figure the less time on the phone the more time on my papers. They even got rid of my wife's middle name (According to the NOA1 not showing it). We figured it doesn't matter what they call us if it doesn't delay the NOA2.

Ok because since I've sent it I haven't called or anything. You have NOA1, it will be some time until you get NOA2, USCIS can take up to 6 months or longer to process.

Look at the timelines and/or CSC processing times.

Yes I have been watching them from day one. I had noticed some of the people that filed around the same time as me had been touched already... didn't know if I had fallen through the cracks.
Touches don't mean much, many go with out any until just before NOA2. At this point I would just check USCIS.GOV about once a week or so, and when it gets to be about 3-4 months along then start checking more often.

I would check the site periodically, but one day the NOA2 just showed up in the mail!! so, I stopped looking at the website and 0nly relied on thigs I can see and feel.(old school).
