USPS Priority Mail with return receipt and delivery confirmation:-). That worked for us.

I sent mine USPS Priority Mail with return receipt and delivery confirmation. It got there in less than two days, and it cost me less than $10

be careful with certified mail - it is the surest but also the slowest. I have had certified mail take over 1 month to arrive - they don't guarantee when it will arrive, only that it will arrive. You can track and get receipt confirmation for Priority mail and registered mail as well both of which are faster and cheaper and in reality, just as secure. There is one individual here who sent his RFE by certified mail and it took several weeks to arrive, making it late and making it not accepted and they denied his application. This was just within the last few weeks.
