The solution is to increase humanitarian efforts in those parts of the world so that to reduce the amount of people wanting to leave their country.

I'm not sure if this is said i humor or not?

When you say Humanitarian efforts.. that equates into money.

How much of your income are you willing to send every month to pay foreigners to not break our immigration laws?

The same amount I spend on Iraq or maintaining our missile silo's here. I'd rather my $$ go to improving people's lifestyles than a war.

And I would prefer it go toward new carpet in my upstairs... but I just can't find a clause in the constitution to make it happen.

Well,

Peace requires effort, and not just money. I'm not surprise as to the selfishness of many Americans claiming to be fair. Whereas, their clothing, their food comes from countries where working 24/7 is barely enough to worth living in those countries.

I'm not surprise at the ignorance.

What sort of efforts did you have in mind, then? The fake-marriage ring mentioned by the OP is based in China. How do you propose to decrease the desire for Chinese to escape from a communist dictatorship?

It's the part where a humanitarian effort is to relieve of their stress.

Many of these people who are escaping probably have low education, low sanitation living, etc...The efforts is to relieve those stress to make them living in China bearable.

In many Asian cultures, they are stricter in terms of family values. Dishonoring family name or reputation is taboo. Everyone is a hard worker in the family, and an over-acheiver. China may be a communistic society, it doesn't mean they don't like it. We need to look at their culture, and not just use the American values as a standard to judge whether it's likeable or not.

Use your engineering skills and join the Peace Corps. Teach these people how to bake bread for themselves rather than just giving them bread they'll eat and want more.

Also...the answer to the world's myriad of problems is not to migrate illegally to the USA or the West. There are billions of people and it just is not a practical solution. Bleeding hearts be damned.

Otherwise nature just has to take it's course. It's been that way since the ancient times.

"Credibility in immigration policy can be summed up in one sentence: Those who should get in, get in; those who should be kept out, are kept out; and those who should not be here will be required to leave."

"...for the system to be credible, people actually have to be deported at the end of the process."
