Timeline

1. Can someone give me the link on how to fill out K1 form?

2. What would require me to get a waiver? If I sponsored someone within one year, would I need a waiver?

3. Is there also a link on how to file for waiver and how long approximately does a waiver take? How much time would it add to the totally process time for K1?

4. If I met someone on an online friend making site(not exclusively for dating and is for people who want to meet other people outside the country learning culture, travel and possibly dating) would it consider as meeting them thru an agency?

When did you file the petition and was it for the same beneficiary? Was it an I-129F?

I filled earlier this year and no it's not the same beneficiary. Yes, I-129.

I filled earlier this year and no it's not the same beneficiary. Yes, I-129.

That would be an I-129F. I-129 if for a worker. Yes, you should simply request a waiver in your cover letter. Give a brief explanation of why you think your request should be granted. If you want to try out your explanation on us, feel free to do so. Two or three sentences is usually sufficient. The law actually states this is needed when filing more than two I-129F petitions within two years, but USCIS seems to be interpreting it as two or more.

I've noticed no delay in connection with an IMBRA waiver request.

would something along the line of "waiver should be granted because I want to be with my girl and I canceled my first petition because we decided to terminate our relationship" be enough? I will try it out here if and when I decide to fill out the form(I am just asking questions at this point, haven't decided to file yet)

Well, IMO, no on a couple counts. First, "request", don't tell them what they should do. Second you're filing for a visa to "marry your fiance" not "be with your girlfriend". I'd include, dates and if as it appears, they are pretty close, some kind of explanation so it doesn't look like you're "shopping" for a "girlfriend" which based only on what you've written is exactly what it sounds like. With more information, a different impression could come out but that's the point. The words you use paint the picture I see and the one a USCIS adjudicator will see, so be careful how you word things.
