My mom has a boyfriend that is a US Citizens. If they get marry, how soon can he petition for my mom's daughter that is in the dominican republic. My mom's daughter is 18 years old.

Your boyfriend mother can petition for your mother and include your sister in the same application, your sister can travel with her mother. Is your boyfriend mother going to apply for a fiance visa K1 or are they going to get marry first and apply for a spouse visa????

My mom is already a LPR. I pettioned for her and now she met this boyfriend in here and he is a US Citizens.

Your boyfriend mother can petition for your mother and include your sister in the same application, your sister can travel with her mother. Is your boyfriend mother going to apply for a fiance visa K1 or are they going to get marry first and apply for a spouse visa????

Since the marriage would occur after your sister's 18th birthday, your sister will not be considered a child of your step-father for immigration purposes. Sorry. Your mother can still apply for your sister in the F2 category. She can upgrade the petition as soon as she becomes a USC.
