What does it mean? That one can leave the Philippines even without the CFO seminar and sticker during those days? That will be great!

I don't think so. The staff at the initial check-in counter, immigration kiosk, and final check-in counter all looked for my CFO sticker when I departed. This just means that you have to take note of the days that CFO will be closed so that you can make the necessary arrangements.
