Curious about RFE timing

My husband's petition was transferred to CSC this morning and it got me wondering...if you got an RFE was it before or after being transferred to CSC/your local office?

Ours was before and I suspect most (of those who got one) was before also..

I think it can be either. Say you didn't send some basic requirement (like proper payment) or a current form or the Affidavit of Support. They might send an RFE for initial evidence. Later when an adjudicator (CSC or local office) is actually looking at the particulars of your case, he might notice additional evidence he needs to make a decision. So an RFE could come at that point of the process too.
