The notch is normal. But make sure you do not open or tear that brown/yellow envelope as it can be grounds for deportation at your POE.

So, it's okay to remove the plastic pouch?

Yes. There are two pouches. The first being delbros' pouch and the second the pouch coming from USEM. Just carefully open the second pouch so that you won't damage the visa packet.

Just a suggestion, the yellow envelope is just regular paper, it tears easily if youre not careful, so open the second envelope, take out your passport and visa and reseal it. You can photocopy it even if its inside the plastic. Thats what I did, the NAIA personnel is very thorough in inspectioning the packet for tears, as well as the Immigration Officer on your point of entry. So be very careful. Goodluck.

It should not be completely sealed... When i received my visa packet, the first thing i inspected is if the document they sent me is the right one. The notch is large enough to reveal the passport number. When i saw that the document shows my passport number, then i was assured that i got my own files.

If the envelope is completely sealed, it would be scary when you reached your POE and the immigration personnel opened your packet to reveal that it was not your document. :bonk:

Actually yes, the NAIA officer took the yellow envelope out from the plastic and inspected it. After she was sure that there was no tear on it she put it back on the plastic envelope.
