I'm helping my mom to file for the I-130 to petition for her 18 years old daughter in the Dominican Republic. My mom just became a permanet resident two months ago. We have the birth certificate of her daughter, Do we have to translate the birth certificate in English when we send it to USCIS?

Yes USCIS requires translations of any foreighn document that is not in english.
