Hi Everyone,

I am not sure if this has happened to anyone else but I sent my N-400 application to the Texas center yesterday and it is being forwarded to another location, I am not sure where it is being sent to and I am wondering if this is anything to worry about.

I sent it Express Mail with tracking and it was due to get to the address today, which it did until I saw that it had been forwarded from the original location. This may be standard procedure and I just haven't noticed before when sending anything else.

Strange, but then again I sent mine to Vermont so I have no idea why they would send it somewhere else. I am sure it must be standard practice, perhaps they moved but the forms don't reflect that who knows!!

N-400 applications are being forwarded to the National Benefit Center (NBC), Lee Summit, MO for primary processing before being sent to local field offices. I think you don't need to worry.

Well when I spoke to the USPS rep today they said that they could not tell me the destination but that it is currently in Coppell TX. Unfortunately they have no other information, they just tell me to keep calling back for updates or check online. I guess patience is important in this game!

Since Dec, 2008, USCIS is executing migration plan for National Benefit Center(NBC), which will process N400 application.

NBC has two locations - one in Phoenix, AZ, and another in Texas somewhere.-

Right now it is interim period, so if you write N400 in the envelope, they will forward it to new location automatically.

After successful migration, they will change official N400 lockbox address from N400 application form instructions.

I believe they are planning to do that sometime this month or next month.

Here is your answer:

USCIS Update: USCIS Revises Direct Mail Program for the Application for Naturalization (Form N-400)

WASHINGTON - U.S. Citizenship and Immigration Services (USCIS) announced today that it is revising the Direct Mail Program for the Application for Naturalization (Form N-400). The notice of this addition is effective on Jan. 22, 2009, and is published in today’s Federal Register. The notice advises the public to file non-military N-400s with the appropriate Lockbox facilities and provides a 30-day transition period after the effective date for USCIS service centers to forward N-400 applications received at their facilities to the appropriate Lockbox location.

Applicants should continue to file military N-400 cases with the Nebraska Service Center (NSC). In order to assist military spouses, NSC will also accept and process N-400s filed by spouses of military members.

Effective Jan. 22, 2009, applicants must submit Form N-400 and related supplements to one of two new USCIS Lockbox facilities for initial processing, using the following addresses:

USCIS started the new program in December for some of the filers. January 22nd it will go into effect and all the applications have to be sent to different addresses (except military).

My application was forwarded from NSC to Phoenix Lockbox Center. I received my NOA1 and my fingerprint appointment from NBC in Missouri.

Hoping to alleviate some of your concerns - certified mail is one of the slowest ways to send mail. For myself I have had certified mail take up to a month to arrive. When I questioned USPS they said it is the most secure but seldom the fastest way to send anything. Add in the holidays and the volume of mail going back and forth and I think it is just taking a little bit longer. Your package will show up but if you are concerned you can certainly contact USPS and ask them why your parcel is taking so long. I am pretty sure it is because it is going by certified mail.
