Do B-2 visa forms really cost $49 to buy?

forms are free and are available on many websites.

application fee is $131 and is paid when application is submitted to the consulate

YMMV

thought I read somewhere that the DS-156 could be mailed in. I have found not instructions attached to the document. Do I have to take the application in to the consulate here in Denmark?
