What age for biometrics?

I seem to remember the chap in our local INS office said something about her needing fingerprints before she turned either 14 or 18 but i am unsure which. Does anyone know what to do before a child gets her biometrics done, how long you have to wait / how soon to their birthday etc?

She shouldn't need to get biometrics if she is under 14, but that didn't work in my case. My daughter was 10 when she got her first fingerprints and pic for the Conditional Green Card, more than that, later she not only got her Conditional Green Card but also an Employment Card, she was 10!!!

Now I'm in the process to get her Permanent Green Card, we are still waiting for her appointment letter to get her fingerprints again, it's what the lady on the phone just told me last Monday, she said "she doesn't need fingerprints since she is 13" I told her what happened when she was 10, then she said "just wait for her appointment letter for fingerprints it should arrive in the next 45 days" so I don't know with this people anymore. My daughter's 14 birthday will be next February.
