I am wondering if I can file for a work permit before filing for a PR? I want to bring my husband back down on a K-3 or K-1 and want to file for work permit also. Can this be done or does he have to file for PR first?

Any help would greatly be appreciated

Best to bring him on a CR-1 and he'll get a GC right after he arrives.

For Cheryl: es, you could file for some work permits (such as H1-b or O-1) if you happen to own a company, and give him a job offer (as he is married to a USC, the TN-1 is NOT an option) and file for AOS after he enters.

The USC does not file for a work permit FOR their fiance or spouse but can assist with the paperwork. This is something the K1 does in conjuction with AOS (permanent residence) or the K3 visa holder can do independently from and AOS filing.

If your purpose is to get him here faster, this is not a viable option. If you want him authorized to work upon arrival, marry and go the CR1 route and forget the idea of any K visa.

Out of curiosity, if you are on a K1 or K3, how long does it take until you can get an EAD so one can work?

60-90 days and since a K-1 is only authorized for the first 90 days after entry, you can see that it takes as long to get the card as the authorized period, unless you are fortunate to receive the "stamp" at the POE... (more the exception than the rule nowadays)..

YMMV
