So, as I'm looking at this, when it asks his citizenship, am I technically supposed to mark "Legal Alien Allowed to Work" because he's got a valid I-94 as well as a temporary employment authorization stamp? Or should I mark "not allowed to work" or "other"?

If applying based on K-1 status and providing the I-94 as evidence, you select Legal Alien Allowed to Work.
