You may as well file now. Processing times appear to be nearly 4 years at CSC, but you never know if that will increase or decrease in the future. Same applies to the current filing fees...they may increase again once or twice between now and 3 years from now. If they're still pending when you obtain citizenship, you can always upgrade the petitions to citizenship priority, but at least by then most of the wait time will be over.

File now as a LPR and then upgrade the petition once you are a USC. See similiar question asked and answered here. You had stated you were aleady a Citizen

If the marriage to the USC took place before the childs 18th birthday then the USC spouse can petition the Child, However based on this thread that is not the case.

Oldest son now 21 I-130 filed by LPR dad ( as per NVC CSPA is applying here )

5/4/10 received AOS and DS3032 via email
9/22/10 Interview BOG Passed
10/3/10 POE JFK all went well

SHOULD WE FILE THE PETITIONS FOR UNMARRIED SONS OVER 21 ON LPR OR WAIT FOR US CITIZENSHIP ? US CITIZENSHIP WILL BE GET AFTER 3 YEARS.

If you do file this petition and intend to get the visas, your children will not be able to marry for many years. You should consider this when deciding whether it is worth it to get the visas in the end.
