NVC can't find documents

Timeline

My case has been approved by the USCIS on September 3,2008 and my notice states that my cas has been sent to the NVC. NVC states that they may need up to 90 days to get the documents. Its been over 90 days now, and they still say they can't find it. I have spoken to a rep live as well as a supervisor and still no luck. I have sent them an email as well as a copy of my notice but is there any other route i can take? How can they have recieved notices after my date of approval and not yet ours??
