AR 11 -confused a little

I read some threads on changing address, and already called the 1-800 number. They told me to file AR 11 as well. Well it seems like it is for the Alien, I have not received my NOAs 2 for i-130 or I-129 , I have no idea what his Alien number is for my husband, also I still want him to get his mail in Russia, since that's where my husband is.

My question is do I file AR 11 with my name on it? I am a petitioner and a US Citizen...Should I just include the explanation letter with it.... Does anyone know the correct way to do this?

I found this info which I thought was very usefull

"Again, the AR-11 does NOT change your mailing address.Changing your mailing address via a new form (your I-751) does NOT comply with the rule about reporting your address.They go to/happen in two, unrelated places. Filing AR-11 will not confuse anyone.You are required to file AR-11, and your Sponsor is required to file I-865. Relevant laws are cited in the links below.To successfully change address, from the Dept of Overkill:-file AR-11 as required by law. This does not change your *mailing* address, but it informs USCIS where you might have been, at one time. Just do it, it's the law http://uscis.gov/graphics/howdoi/address.htmHow Do I Report a Change of Address to the USCIS?AR-11 does not generally generate a NOA receipt. Send by trackable mail.-Copy of AR-11 to any LOCAL or district office where you might have a file. 07.26.2006 DS 3032 via email

07.28.2006 AOS fee paid and overnighted

07.29.06 NVC confirmed getting choice of agent

07.31.2006 Recieved actual AOS/DS 3032 bill via regular mail

07.31.2006 IV Bill generated

08.05.2006 IV bill recieved

08.11.2006 IV Bill Paid sent by mail

08.26.2006 Finally got Affidavit papers by mail

08.28.2006 Sent Affidavit by mail

7.26.2006 Touched again 7.28.06 Touched again (they keep sending it to the old address) This case is stuck!

Form AR-11 is required of an alien who is in the USA to report a change of address.

It is not for use by US citizens, it is not for use by aliens who are not yet living in the USA, and it does not update an alien's address information on cases that may be open with the USCIS..

This is what I thought as well, but the lady in 1800 number said it is not enough for me to call USCIS I have to file this form.....maybe she is confused herself:) I told her I was a petitioner and US citizen at least 4 times
