If your step son is out of the country then you need to go the I-130 route, when it gets approved it will then go to the NVC and and process from there. Not sure about filing the I-485. If he is out of the country then you can only fle the I-130 and he will be admitted with an immigrant Visa ( meaning he comes as a PR ) . Make sure all your ducks are in a row and you know what the procedure is to take the child out of the country he resides in. Also you will need once it gets to the NVC a notorized letter from the Father stating it is ok for the child to immigrate to the US.

Good Luck. It took us about 10 months to bring my step kids with a few bumpsa along the way.

Oldest son now 21 I-130 filed by LPR dad ( as per NVC CSPA is applying here )
I-130 approved 2/24
Priority date 12/6/2007
4/6/2010 letter from NVC arrives to son dated 3/4/2010
5/4/10 received AOS and DS3032 via email
9/22/10 Interview BOG Passed
10/3/10 POE JFK all went well
11/11/10 GC Received smile.png

If you married your stepson's parent before he was 18 years of age then all you need to do is file form I-130 for his visa. A few weeks after he arrives he will get his green card in the mail. Nothing more to do. I-485 is only file to Adjust Status, which he won't need to do.

10/01/09 - Received 10 year green card

03/30/11 - N-400 sent via Priority Mail w/ delivery confirmation

05/12/11 - Biometrics

07/20/11 - Interview - passed

07/20/11 - Oath ceremony - same day as interview
