This might be a stupid questions:

Is it possible to open a bank account in the US from abroad?? Bosnia does not have a bank that works it any US bank. I will be visiting family in Germany in April is there a bank there that I can open an account?

Maybe you should try calling the biggest banks in both Bosnia and Germany and see if you can find the information.. not everyone you talk to might know. My bank in Brazil bought a small bank in the US... I've had an account with this bank for over 5 years and had never heard of this... A friend at work commented about it with me, and he opened the account from Brazil and sends money there based on his speculation of the dollar value. I found their website, it works as a completely separate bank, with separate systems and all, yet they are able to use the fact that I have been personally verified in Brazil, and use my Brazilian account holder status to verify that I am who I say I am... I have just finished sending them an envelope with the filled out forms and copies of my bank statements here and a couple of other documents. after a few weeks they called me and sent me some forms through email which I signed, scanned and sent in through email. They require an initial deposit of U$10.000,00 for the kind of account I requested, and as soon as I transfer that amount they will send me the credit cards and checkbook.

So basically I suspect you might have to make a ton of phone calls to several banks and see if you get a hold of someone who knows of the american bank affilliate if there is one. Searching a lot online won't hurt either.

If Brazil has this option I'm sure at least Germany will too!

Yes.

Did you mean Yes to me opening an account in the US from Bosnia. I mean is there a way online to set up a checking account.

Germany has this Community bank/Bank of America but you have to be a military person...

Yes you can... BUT often it's much harder to do if you're not related to a USC. For instance, I was added to my husband's bank in the USA because it's a military bank and he already had an account. I was able to open a bank account in the USA from Canada because there are a few banks that do cross border banking. So yes it's possible. Is it possible for you? I don't know. You'd have to inquire with the bank.

I am the USC I will try to open one from here. But my best bet would be going to the US and set up a bank account, register my daughter for school, get my voting card...

If you are the USC you shouldn't have an issue. You can fax a signature card,(via email like hellofax) you have an SSN... the only thing holding it up is an address but I'm sure you can work around that with various banks.

Guys I've been reading around and apparently you can only get Drivers license and voter ID with proof of residency of that state. How are people living abroad able to get these documents?

My wife maintained her driver's license based on her previous address, where her brother still lives. Not sure if it's possible to get a new one that way though.

They would have to apply based on where they are going to live and proof they live there if they didn't maintain it.

Keep in mind Montréal is very strict about this but your embassy or consulate likely isn't.

My wife just went back to the US got her stuff done and came back.

How did she go about proving residence at the DMV for Drivers License and Voter ID? How long did it take for each document?

I'm not sure I understand... can you please rephrase it? Especially the part I marked in red. Thanks!

When you apply for Driving License you can apply for Voter registration too, at the same time. She used her aunt's address as permanent address.

Basically, you need an address there, so they can send your cards to. It was about a week or so, not sure.
