H1B Visa with over stayed B1/B2 by 5yrs

My cousin over stayed her B1/B2 visa for up to 5yrs before she left US to Canada. She is now Canadian permanent resident. Last week, she called me to inform me that there is a US company interested to sponsor her under H1B visa. Before proceed with application, she wants to know if her H1B visa will be approved and 10yrs bar waived based on H1B application? Although, she has never attempted to visit US since she left, can she actually visit US with her Canadian permanent resident status?

Your advise is greately appreciated.
