Work visas are very hard to get. Generally, a foreign worker can obtain a work visa in a highly skill position where it is hard to find someone in America to fill; i.e., an engineer, a nurse, etc. The business is the sponsoring applicant.

For your husband to help your brother, he must be in a position to offer him a job. Your husband cannot sponser your brother for a work visa so your brother can go look for a job. Secondly, your brother must be a high skilled worker. Third, its very hard for a US company to obtain a work visa for a foreigner as there are numerical limits each year; usually there are way more applicants than visas. A company must advertise for the position looking for a US worker. Only after that can the US company look for a foreign worker.
