Touched is when someone at the service center "touches" your file. Every time someone does something with the file, even moving it, they scan it into the commuter and it has been "touched." Does that make sense?

NVC=National Visa Center.

when you create account in uscis you'll open it and inside you'll see the last date it was updated, if its different than the date they put your visa petition it in the system then its touched :)
