i don't know if this would work for you.. but i had the same situation before, what i did was i asked a friend of mine in hongkong to pay the fee on my behalf...

I just want to ask after your friend paid for your cncc in hongkong what is the next you do? did your friend send you the receipt? Did you attached it to your documents? ahope you can also help me. tnxs

Thanks a lot, i have gone through the links, and yes i have provided an email and the copy of the notice to NVC, but they still gave an RFE to me....What about others? has any one got past that?

I just had my interview at the US embassy in Manila last week and all the staffers I dealt with were aware that Singapore no longer issues the COC. So they did not ask me for one. This may be a case of a localized and non-official briefing.

Dec 05, 2011: Received U.S. permanent resident status (AOS based on K-1 visa)

Dec 16, 2013: Removal of conditions on green card

Apr 28, 2015: Became a U.S. Citizen

Looking at your timeline, you are already in the US, congratz!!!

Can you confirm if they also did not bother to ask for the Singapore Police clearance?

Or anybody from this forum who can confirm if this is true?
