I really question the usefulness of having people monitor others in this fashion. Shouldn't they be working or doing something positive to contribute more to society in this fashion, instead of being closet-cops with nothing better to do all day?

I mean, if it's a danger, simply set up a monitoring device and record people speeding through the neighborhood, send it to the police, have them deal with it. I'm sure that police stations like revenue enough to sit there and wait for the speeders, unseen, so those people can be heavily fined.

There were some legal issues with fixed speed cameras - this might be to do with that.

I imagine it also costs less.
