Might be Lusail city, or The Pearl... under construction in Qatar.

I had checked the pearl and it's circular but not concentric circles

just checked Lusail and that doesn't seem right either

I did check some places on that list already pretty much chosing a country and then checking links in that area.

Maybe I'm looking on the wrong hemisphere...maybe it's somewhere on this side of the globe.....

I cannot see this photo as "reality". Many good people have sought the source with no results; therefore I believe it is a "mock-up" of a proposed development.

Having build a lot of Architectural models myself and done lots of presentations I am fairly sure that is not a model or a combined picture (non of the usual problems ... shadows, grass, refections, perspective, scale ... all seem right). It looks like it is actually real.

I was just watching videos of "The World" in Dubai. Apparently they're trying to build a network of islands that will look like the world form space... and developers will be free to pick local styles from anywhere in the world in islands they purchase....

Looks interesting to find out, at first I thought it's in Dubai or somewhere in Middle East...

I know it is not but it looks like James Cook Artificial Island in New South Wales (only seen this online)...

This looks like an architectural mock-up.

It has to be. Look at the light source(s). Light and shadows change colors in real life. It's either a model or CGI, but I'd say it's more likely a model because CGI would look a lot more realistic, including the lighting.
