I think I can answer that. Learning more than one language is indeed an indicator of exposure to intercultural education. Each grammatical and linguistic family "has" its own way of "reading" the word and the world (for some really cool ####### on this, read Paulo Freire, "Pedagogy of the Oppressed"). This does not mean that monolinguals are subhumans, but it does give bilinguals and/or polyglots a broader view of things. It has also been researched that bilinguals have more than one "set of memories" and are better at, say, for instance, puzzles, identity shifting (very noticeable in immigrant children).

I don't think it is the gold standard; since some people are not good at learning languages like others are. It would be equal as sustaining that mathematical intelligence should be a standard to measure ALL students. And then there's learning styles, and teaching styles (both highly determined by cultural standards). But it is one way of 'measuring' if you will.
