I rather more regional powers step up do something instead of waiting for Uncle Sam to do everything. Freedom of the seas is a more clear-cut issue than getting involved in messy conflicts on land.

Perhaps Uncle Sam can learn a thing or two about international cooperation in matters that affect anyone equally. HAL 9000 believes that having a more open way of doing business with the rest of the world is a sure fire way of getting the support needed to get things done around the globe.
