Do I need to include the $70 Department of State fee in my payment for AOS?

USCIS Website says:

Although USCIS does not charge a fee for this form, the Department of State does charge a fee of $70 when the Affidavit of Support is reviewed domestically. This does not apply when the Affidavit of Support is filed abroad.

Do I need to include this in my AOS Fee to now make it $1080? Or will they charge/bill me seperately for it?

no as you are not dealing with the state department in trying to get an immigrant visa... but only the USCIS in trying to register as an LPR

What you're saying doesn't apply to your situation - the fee for the I-485 is $1010 (which includes I-485, I-765 EAD, I-131 AP and biometrics when filed concurrently). Link to VJ source for peace of mind.
