The approval notice of our I129F petition says that it is valid to March 10, 2009. My friends, what does this date signify? Does it imply that my fiancee should have the visa by that date? ... or, does she have to be interviewed at the American Embassy by that date? ... or, any other action to be done on or before that date?

The approval notice has a 4-month expiration date on it - should an interview take longer than that, the consulate/embassy (as a matter of routine/you need do nothing) can/will extend this date. It by no means you should expect a visa by then, nor is it something to be terribly concerned about.

From experience, the date is only meaningful if the embassy has not received a visa application from your fiancee by then. The next step is up to her, once she gets the package from the embassy.
