USCIS ought to be able to achieve the goal for N-400 approvals if they focus on the slower local offices. Hartford, CT, which I unfortunately come under, is still stuck on July 2007 applications, the website shows. That suggests a 16 month approval time, although I have seen VJers get approved in less time through Hartford.
